Fishing here: the licences, the rivers, the rules
This page exists because the rules that govern visiting anglers here are real, enforced, and almost entirely unknown to people booking flights. It is a map to those rules — it is not the rules. The regulations and the Anglers’ Guide govern; the guide prints its own warning that it is not a legal document, and neither is this page. When anything below and the official sources disagree, the official sources win, and we want to hear about it.
The one rule that changes trips
A non-resident on the island may not angle scheduled salmon waters unaccompanied. The federal Anglers’ Guide requires a licensed guide or a resident direct relative beside you, with one carve-out: non-scheduled water within 800 metres of a numbered provincial highway. The province states the same rule and applies it to trout fishing beyond that same 800-metre band. Two official sources, one conclusion: if a salmon river is the reason you’re flying here, an outfitter or guide belongs in the plan before the flights do. Guides are licensed provincially through the Wildlife Division.
Licences, in one honest paragraph
One inland licence per person per season. Residents need no licence for trout; non-residents need one, and it is separate from the salmon licence — an $80 non-resident salmon licence alone does not let you keep a trout (figures as stated when we checked, September 2026 — the licensing page is the price list). Licences are sold through commercial vendors — sporting goods stores and service stations — and carrying yours while fishing is mandatory. Retention on salmon rivers runs by class, tags lock through the fish, and catch-and-release still requires a valid salmon licence; the class rules, river by river, are the Anglers’ Guide’s own pages.
The rivers you can reach from the doors
The Exploits and the Gander — the two storied salmon rivers of this region — are both scheduled, both classed section by section, and both on routes this site has already measured: Gander airport to Grand Falls-Windsor crosses the Exploits country, and the Gander River’s water starts minutes from YQX. The fall catch-and-release fishery runs main stems only — the Gander, the lower Exploits, and the lower Humber, which is Deer Lake’s river: a September reason to fly YDF that no brochure mentions. In-season open/closed status is DFO’s to declare — their river status report is linked from the Anglers’ Guide, and checking it the morning you fish is part of fishing here.

Questions people actually ask
I'm visiting from outside the province — can I just buy a licence and fish a salmon river?＋
Not alone, in most places. On the island, a non-resident may not angle scheduled salmon waters unless accompanied by a licensed guide or a resident direct relative — the exception is non-scheduled water within 800 metres of a numbered provincial highway. That is the federal Anglers' Guide's rule and the province states the same one, extending it to trout beyond that 800-metre band. Booking a guide or an outfitter is not an upsell here; for most of the water it is the law.
Do I need a licence for trout?＋
This is the rule almost everyone gets backwards. Residents need no licence at all to angle trout. Non-residents do — and a non-resident's salmon licence does not cover keeping trout; that takes the separate non-resident trout licence. Both rules are in the Anglers' Guide's licensing annex.
Which rivers near the airports are salmon rivers?＋
Both of the big ones. The Exploits — about an hour west of Gander — and the Gander River itself are scheduled salmon rivers, managed class by class along their length, and the scheduled-river rules apply the moment you're on them. In fall there is also a catch-and-release season on the main stems of the Gander, the lower Exploits and the lower Humber — that last one is Deer Lake's river. Dates and class boundaries are the guide's to state, not ours.
What does a licence cost?＋
The figures are the province's and change with the licence year, so we link rather than copy them. As stated when we checked (September 2026): a non-resident season salmon licence was $80, a non-resident trout licence $12, plus a small vendor fee — confirm every number on the licensing page before you buy, and treat any figure you read elsewhere, including here, as a pointer rather than a price.
Can I fish inside Gros Morne or Terra Nova with the provincial licence?＋
Not by itself. The national parks add their own layer: Terra Nova's Northwest River needs the provincial licence and tag plus a free national-park salmon licence and tag, and keeping trout in any national park takes a separate Parks Canada permit. Ask at the park before you rig up.
